Does not come with crest and rank. Even so, it's a nice-fitting well-made blouse to wear on top of a long-neck and long sleeves shirt. Comfy and really warm, perfect for winter. Surprisingly cheap.

This is a Navy issue Dress Blue Jumper or commonly called the "Cracker Jacks" top. I was in the navy 22 years I still have and can fit into them.
